Don’t feel bad if you assumed it meant the “skater style” such as skateboarding; it is a common mistake.
A skater dress though, is specifically about the dress that figure skaters wear that allows the flow of the skirt when they spin and twirl while making sure that the top of the dress is tight-fitting.
